TOPIC: TCF assessment of motor vehicles within the EMC directive

BACKGROUND: A manufacturer of vehicles is looking to obtain EMC approval on his vehicles by means of the TCF route. The manufacturer has been advised by 2 separate Competent Bodies that the vehicle should (a) meet the EMC requirements set out in generic standards or (b) meet the requirements of the draft Automotive EMC Directive

PROBLEM: Is it acceptable within the EMC directive that the TCF assessment of motor vehicles can be based solely around the requirements of a generic light industrial standard?

GUIDELINES: Where the vehicle is subject to type approval the vehicle shall be type approved under the requirements of 95/54/EC, the technical amendment to 72/245/EEC. All new types of vehicles subject to type approval shall be type approved from 1 January 1996. Only test houses approved by the UK's Vehicle Certification Agency can be used.

Where the vehicle is not subject to type approval, it is recommended that it complies with the requirements of 95/54/EC as the basis for claiming compliance to 89/336/EEC within a TCF.
